Although federal energy policy in the new administration is turning away from a focus on greenhouse gas regulation, local policy and legislation is marching ahead. Several existing and proposed policies will define the next decade of capital planning for BOMA SF members as policy makers attempt to reduce and then eliminate the emissions from natural gas in our member's buildings.
Prior webinars covered the existing policies from the Bay Area Air Management District and CARB that will limit the sale of new boilers as soon as 2031 and discuss the challenges with electric heating replacements, especially in the largest buildings. We'll review those items, and then turn to the results of two years of stakeholder work with the Buildings Operations Task Force to create San Francisco's Building Performance Standard (BPS).
Although the BPS has not yet been created, BOMA was able to educate policy makers on challenges and interests of our members and create a workable BPS that provides a measurable yet flexible glide path for our members to gradually reduce natural gas emissions to zero.
Given this mandate will impact the vast majority of existing buildings in the City and that owners also have to respond to Air District Rules it’s critical that property professionals and their engineering teams start planning now.

Tom has an MBA from the Wharton School of Business at the University of Pennsylvania and a BA in Economics from Dartmouth College.
