Although federal energy policy under the new administration is shifting away from focusing on greenhouse gas regulation, local policy and legislation continue to progress. Several existing and proposed policies will shape the next decade of capital planning for BOMA SF members as policymakers aim to reduce and eliminate natural gas emissions in our members' buildings. Prior webinars covered existing policies from the Bay Area Air Quality Management District and CARB that limit the sale of new boilers as early as 2031 and discussed the challenges of electric heating replacements, especially in the largest buildings. We'll review those items and then turn to the results of two years of stakeholder work with the Building Operations Task Force to develop San Francisco's recently announced Building Performance Standard (BPS). The Department of the Environment recently released the 2025 draft update of its Climate Action Plan, which includes BPS. BOMA SF participated in the stakeholder engagement process and helped educate policymakers on the challenges and interests of our members. During this webinar, we will cover the draft proposals of the Climate Action Plan and highlight key items that property professionals and their engineering teams should begin addressing now.

Tom Arnold is co-founder and CEO of Gridium. Prior to Gridium, Tom Arnold was the Vice President of Energy Efficiency at EnerNOC, and cofounder at TerraPass. Tom has an MBA from the Wharton School of Business at the University of Pennsylvania and a BA in Economics from Dartmouth College. When he isn’t thinking about the future of buildings, he enjoys riding his bike and chasing after his two daughters.
